A Coast Guardsman was convicted of sexual assault and sentenced Friday during a general court-martial held in New Orleans.
Petty Officer 3rd Class Joe D. Newmans, 22, was sentenced to 90 days confinement, reduction to E-1 (the lowest enlisted paygrade), and a bad conduct discharge.
Newmans was convicted under the Uniform Code of Military Justice of two specifications of Article 120 (sexual assault) and one specification of Article 128 (assault consummated by a battery) for engaging in sexual misconduct involving a female Coast Guard member in New Orleans.
The crime occurred Nov. 29, 2012, while at a private residence in New Orleans. The victim reported the crime to the Coast Guard Nov. 30, 2012, and the Coast Guard Investigative Service immediately began an investigation.
Rear Adm. Kevin S. Cook, commander, 8th Coast Guard District, was the court-martial convening authority. Newmans was administratively assigned to Coast Guard Sector New Orleans.
The Coast Guard is not releasing the name of the victim to protect her privacy.
