On May 13, the U.S. Navy awarded a series of contracts totaling more than $400 million for carrier maintenance support, yard support vessels, personnel system sustainment, and infrastructure repairs at Portsmouth Naval Shipyard.

Huntington Ingalls Industries Fleet Support Group LLC, Virginia Beach, Va., received a $220.7 million cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity modification to a previously awarded contract for Navy aircraft carrier engineering maintenance assist team and surface engineering maintenance assist team support.

The contract covers maintenance planning and overhaul support for equipment and systems aboard Navy aircraft carriers and west coast Navy surface ships. Work will be performed aboard carriers within and outside the continental U.S., including forward-deployed locations, through February 2027.

Naval Sea Systems Command, Washington, D.C., is the contracting activity. No funds were obligated at the time of award, with funding to be issued through individual task orders.

Conrad Shipyard, Morgan City, La., was awarded a $122.4 million firm-fixed-price modification for the detail design and construction of four additional Yard Repair, Berthing, and Messing (YRBM) vessels.

The YRBM vessels provide berthing, messing and repair support services for shipyard workers and crews during vessel maintenance availabilities. Work will be performed in Amelia, La., and is expected to be completed by July 2029.

Fiscal 2026 shipbuilding and conversion Navy funds totaling $122.4 million were obligated at the time of award and will not expire at the end of the current fiscal year. The contract action was not competitively procured under industrial mobilization authorities.

Separately, Engineered Construction Services, Raymond, Maine, was awarded an $18.5 million firm-fixed-price contract for structural repairs at Berth 13 at Portsmouth Naval Shipyard.

According to the Department of Defense announcement, the project will restore deck loading capacity and extend the usable life of the structure. Work is expected to be completed by April 2028.

Fiscal 2026 operations and maintenance Navy funds totaling $13.8 million were obligated at the time of award and will expire at the end of the current fiscal year. The contract was competitively procured through SAM.gov, with two offers received. The Officer in Charge of Construction Portsmouth Naval Shipyard, Kittery, Maine, is the contracting activity.
