The Navy announced a $2.4 billion contract modification for naval nuclear propulsion work and a $42.8 million award to Vigor Marine for an overhaul of the Military Sealift Command replenishment oiler Henry J. Kaiser among its Oct. 23 contract announcements.

Fluor Marine Propulsion LLC, Arlington, Va., received the $2.4 billion cost-plus-fixed-fee modification to an existing contract for work at the Naval Nuclear Laboratory. The Navy awarded the modification Sept. 24, according to the announcement.

The work will be performed in Pittsburgh; Schenectady, N.Y.; and Idaho Falls, Idaho. Pittsburgh will account for 47% of the work, followed by Schenectady at 45% and Idaho Falls at 8%.

The Navy obligated $597,900 at the time of the award, including $582,062 in fiscal 2026 operations and maintenance funds and $15,838 in fiscal 2026 shipbuilding and conversion funds. The shipbuilding funds expired at the end of fiscal 2026. Naval Sea Systems Command, Washington, D.C., is the contracting activity.

The Navy also awarded a shared $98.1 million ceiling increase to a multiple-award contract for submarine safety work. The modification covers the continuation of SUBSAFE and Level 1 hardware fabrication, along with technical and engineering services.

The four contractors are Huntington Ingalls’ Newport News Shipbuilding division, Newport News, Va.; Oceaneering International Inc., Chesapeake, Va.; Epsilon Systems Solutions Inc., San Diego; and Delphinus Engineering Inc., Eddystone, Pa.

Work will be performed primarily at the contractors’ facilities, with limited work at government locations, and is expected to be completed by November 2029. No funds were obligated at the time of the modifications; funding will be obligated as delivery and task orders are issued. Naval Undersea Warfare Center Division Newport, Newport, R.I., is the contracting activity.

In Portland, Ore., Vigor Marine LLC received a $42.8 million firm-fixed-price contract for a 120-calendar-day overhaul and drydocking of the USNS Henry J. Kaiser (T-AO 187).

The contract includes a base work package and four options for additional work and time. If all options are exercised, the contract’s cumulative value would rise to $45.8 million.

Work is scheduled to begin Dec. 15, 2026, and conclude April 13, 2027. The Navy said the contract was competitively solicited and received one offer. Military Sealift Command, Norfolk, Va., is the contracting activity.
