General Dynamics Electric Boat has been awarded a $15,383,494,792 contract modification to support continued design, construction support, and industrial base development for the U.S. Navy’s Columbia-class ballistic missile submarine program.
The cost-plus-incentive-fee and cost-plus-fixed-fee modification to a previously awarded contract covers additional Columbia-class design work, class lead yard support and sustainment, integrated enterprise plan initiatives, and submarine industrial base supplier development efforts. The work is intended to support the Navy’s long-term plan for serial production of both Columbia-class ballistic missile submarines and Virginia-class attack submarines.
Funding for the contract modification is provided under the Consolidated Appropriations Act 2026 (Public Law 119-75). At the time of award, funding obligated includes $3.07 billion from fiscal 2026 National Sea-Based Deterrence Fund accounts, along with fiscal 2025 and 2026 research, development, test and evaluation funds and maritime industrial base funding.
Work will be performed across multiple U.S. shipbuilding and manufacturing locations, including Groton, Conn.; Newport News, Va.; Sunnyvale, Calif.; Menomonee, Wis.; Quonset Point, R.I.; Fitchburg, Mass.; Philadelphia, Pa.; Mobile, Ala.; and Bethlehem, Pa., along with additional supplier locations nationwide. The contract work is expected to be completed by June 2035.
The contract was awarded by the U.S. Navy’s Naval Sea Systems Command, Washington, D.C., and supports continued development of the Columbia-class program, which will replace the Ohio-class ballistic missile submarine fleet and serve as the Navy’s sea-based nuclear deterrent platform for decades to come.
The industrial base funding included in the contract modification is aimed at strengthening supplier capacity and workforce across the submarine manufacturing base, a critical component of the Navy’s effort to increase submarine production rates and stabilize the domestic shipbuilding supply chain.
