Hornbeck Offshore Operators, Covington, La., has been awarded a $291.8 million firm-fixed-price contract to provide operation and maintenance of four government-owned Transportation Auxiliary General Submarine Escort (T-AGSE) vessels, the Pentagon announced on Friday.
The vessels under the contract include USNS Arrowhead, USNS Eagleview, USNS Westwind, and USNS Black Powder. The ships were originally constructed as offshore support vessels but were converted to submarine escort vessels under Military Sealift Command’s (MSC) Special Mission program.
The Navy-owned T-AGSE vessels provide security escort and support services for ballistic missile submarines and other high-value naval assets during transit. The ships perform oceanographic and hydrographic surveys, underwater surveillance, missile tracking, acoustic surveys, and submarine and special warfare support, and other specialized services.
The contract includes a one-year base period, four 12-month options, and a six-month option. Work will be performed in Kings Bay, Ga., and Bangor, Wash., beginning March 1. If all options are exercised, the contract will conclude Aug. 31, 2031.
Working capital funds (Navy) in the amount of $46.6 million are obligated for fiscal 2026 and will not expire at the end of the fiscal year.
The contract is a sole source under the authority of 10 U.S. Code 3204(a)(1). MSC is the contracting activity.
Hornbeck operates a fleet of offshore support vessels primarily serving the oil and gas industry in the Gulf of Mexico and Latin America. The company also operates government vessels under contract with MSC.
