Fourteen marine contractors from across the country have submitted proposals to the U.S. Army Corps of Engineers (USACE) Detroit District for a five-year multiple-award contract covering dredging and associated construction services across the Great Lakes region. The program carries a potential value of up to $180 million.

Proposals were submitted in late 2025 under the Great Lakes Dredging Multiple Award Task Order Contract (MATOC), a procurement vehicle intended to support regular, recurring, and emergency dredging needs in the Detroit, Chicago, and Buffalo districts.

In a notice published on SAM.gov, USACE said the MATOC will issue firm-fixed-price task orders, generally not expected to exceed $6 million apiece. Work includes channel maintenance dredging, mobilization and demobilization, placement of dredged material for shoreline nourishment, and disposal in confined disposal facilities or dredged material management sites. Environmental compliance, surveys, and site work may also be included.

USACE emphasized the industry-wide competition underway under the program:

“The US Army Corps of Engineers (USACE) Detroit District is seeking contractors with the capability to provide dredging and construction services under the Great Lakes Dredging MATOC. The total cumulative amount of the contract is anticipated not to exceed $180 million in total contract capacity for a five (5) year ordering period… Individual task orders shall be awarded on a Firm-Fixed Price (FFP) basis…”

Proposals were restricted to qualifying small businesses under NAICS 237990 (dredging), which carries a $37 million size standard.

  • Next Generation Logistics LLC, New Orleans, La.
  • Pearl Beach Construction Co., Clinton Township, Mich.
  • Roen Salvage Co., Sturgeon Bay, Wis.
  • Viking Dredging LLC, Houston, Texas
  • Viking Marine Construction LLC, Holland, Mich.
  • Walsh Service Solutions LLC, Kalamazoo, Mich.

USACE will assign work across the Great Lakes navigation system, a key commercial freight corridor supporting bulk cargoes such as iron ore, coal, cement, and aggregates.

The ordering period is expected to run through 2030, with funding and project locations determined under individual task orders.

The Detroit District said proposal and contract materials will continue to be posted only through the Procurement Integrated Enterprise Environment and SAM.gov.
