Cinnamon Odell is a Senior Rig Market Reporter for ODS-Petrodata, and has been with the company since 2006. As part of the Rigs Team, she contributes to the Gulf of Mexico Rig Report as well as RigPoint and RigBase, ODS-Petrodata’s web-based market intelligence systems that track supply and demand for offshore drilling rigs worldwide. She is the former editor of the company’s weekly Gulf of Mexico Newsletter. Cinnamon has a BA degree in liberal arts from the University of St. Thomas in Houston, Texas.

Offshore Marine Service Association (OMSA)

Jim Adams is Interim President and CEO of OMSA, the national trade association representing the owners and operators of U.S. flag vessels that support the offshore energy sector. He has been a leader in the field of transportation public policy for over twenty years. Most recently Jim worked as Vice President of Government Affairs for American Commercial Lines Inc. Prior to ACL, he served as Deputy Secretary of the Kentucky Transportation Cabinet and as Commissioner of the Kentucky Department of Public Protection.  From 2002 to 2004, Jim held the position of Resident Vice President of State Relations for CSX Transportation. Prior to working for the railroad, Jim was the Assistant Vice President for Public Affairs for American Commercial Lines Inc. from 1995 to 2002.  

 

Ken WellsRichard Wells, Vice President
Offshore Marine Service Association (OMSA)

Richard Wells has worked in the maritime safety field for over thirty years.  He currently serves as the Vice President of the Offshore Marine Service Association (OMSA) in Harahan, LA since July 2008. Prior to this, Richard supervised the USCG Regional Examination Center (REC) in New Orleans, LA for over five years.Prior to heading the REC, he was the senior STCW instructor at Sea School in Mobile, AL for over four years.  Prior to Sea School, he performed 20 years active service with the US Coast Guard as a deck watch officer, marine inspector, marine investigator, and Assistant Chief in the New Orleans REC among other assignments. Four of his seven assignments were in Gulf Coast units Richard earned a Bachelor of Science degree in Government from the United States Coast Guard Academy, New London, CT.

 A native of Terrebonne Parish, Mr. Chauvin is Chairman of the Board and Chief Executive Officer of Gulf Island Fabrication, Inc., a publicly traded company headquartered in Houma, Louisiana (NASDAQ: GIFI). Mr. Chauvin is a graduate of Louisiana State University, attaining his undergraduate degree in Mechanical Engineering and a Masters degree in Business Administration.
As President of Delta Fabrication, the assets of which were purchased by Gulf Island Fabrication in 1985, Mr. Chauvin served as the Company’s Chief Operating Officer and as Executive Vice President, General Manager and Manager of Engineering. He was Founder, charter member, and past President of South Central Industrial Association, a trade association for industry in the Bayou Region of Louisiana and he served on the Terrebonne Port Commission and was a founder and past President of the Terrebonne Waterways Association. He previously served on the Board of Directors of the former First National Bank of Houma. A founding director of Synergy Bank.  Mr. Chauvin served as Chairman of the Board of Synergy Bancshares, Inc., and its subsidiary, Synergy Bank from 2003-2006.  He also serves on the Bank’s Executive, Loan, and Personnel Committees. Mr. Chauvin served as a member of the Board of Directors of the Louisiana Trooper Foundation from 1992-2007, a non-profit organization which seeks to develop, establish and support youth oriented programs that promote positive interaction between Troopers, young people and their communities.

Tom Church joined LEEVAC in 2009.  Mr. Church worked for Caterpillar Financial for 22 years in marine financing before he retired. His passion for the marine industry brought him to LEEVAC, where his relationship with Chris Vaccari and Hornbeck Offshore spans over ten years of vessel financing.  Mr Church holds MBA and BS degrees in Finance and Marketing.  Mr. Church currently serves on the Board of the YWCA for Domestic Violence.

Wes Bordelon has been President and CEO of Bordelon Marine since 2001. Bordelon Marine is a leading provider of marine transportation services to the oil and natural gas industry in the Gulf of Mexico and around the world. The company's 16 vessels support activities including construction support, exploration, production, ROV and dive support, oceanographic research and survey mapping, as well as military and special operations support. Mr. Bordelon received a Music Business and Performance Degree from Berklee College of Music in Boston and a Finance Degree from University of Massachusetts-Boston Business School. He enjoys playing with his daughter, playing music, diving and motorcycles.

Alan Spackman, Vice President - Offshore Technical and Regulatory Affairs
International Association of Drilling Contractors 

Alan Spackman is Vice President of Offshore Technical and Regulatory Affairs for the International Association of Drilling Contractors (IADC). His responsibilities involve participation in industry standards organizations and responding to international regulatory proposals. He is IADC's representative to the International Maritime Organization. Mr. Spackman joined the Association after retiring from the US Coast Guard, where he held the rank of Commander. He received a masters degree in naval architecture and marine engineering from the University of Michigan and a Bachelor of Science from the United States Coast Guard Academy.

Sarah K. Branch, Manager of Regulatory Affairs
Offshore Marine Service Association

Sarah Branch serves as the Manager of Regulatory Affairs with the Offshore Marine Service Association (OMSA). OMSA is the national trade association that represents companies that provide services and supplies in support of the offshore oil and gas industry. As Manager of Regulatory Affairs, Sarah analyzes domestic and international maritime regulations and aids OMSA members in understanding regulations for compliance.

Prior to her position at OMSA, Sarah served five years as a commissioned officer in the Coast Guard. Her assignments were onboard a 270 foot Coast Guard cutter stationed in Boston and at the 8th Coast Guard District in New Orleans. During her afloat tour, she served as Assistant Navigator and Intelligence Officer, conducting narcotic, migrant and search and rescue operations. During her assignment in New Orleans, she wrote maritime regulations, attended the National Search and Rescue School and served as Aide to Rear Admiral Robert Duncan, who was responsible for rescue efforts following Hurricanes Katrina and Rita in 2005.

Sarah earned a Bachelors degree in Political Science from Virginia Commonwealth University and a Master of Science degree in International Relations from Troy University. She is a native of Richmond, Virginia.

Allen Brooks has been in the energy and investment industries for over 40 years. For the past five years he has been an advisor to Parks Paton Hoepfl & Brown, a boutique oilfield service investment-banking firm in Houston. There he publishes his highly regarded energy newsletter, Musings From the Oil Patch, and provides proprietary research for the firm’s partners.

During his career as a Wall Street oilfield service securities analyst, Brooks was recognized as a Wall Street Journal All-Star analyst. For eight years he headed the oilfield service equity research team at CIBC World Markets and before that for four years was the senior oilfield service analyst with the New Orleans-based energy research firm, Howard Weil. Brooks also was a member of the senior management team of ENSCO International, the Dallas-based international offshore contract drilling company, in the early 1990s.

An economics graduate of the University of Connecticut, Brooks also has an M.S. degree in economics from Cornell University.
