Is it possible to take a one  tier of containers off the ships at a single time?Creating this rail based container would enable shippers to unload most cargo without having to rely on vast storage yards. The newer gigantic ships might have short term economic advantages, but require the use of the largest ports with the biggest railroad storage yards.

If you  set up rail tracks under the tiers or create smaller container ships, you could lighter them into barges or shallow draft vessels.

Supposing you utilized the smaller ports and used existing short lines for better feeds to the main railroads,or find better trucking outlets for more rapid transfers near warehouses.

Your topic of discussion may have merit; however, it has my interest.  Anything that keeps moving until its final destination saves money. Note: the biggest variable is transportation with increased fuel prices.  Stablize this monster with your topic and it shall provide a big cost saving for the value chain.
